What does a tiny font generator create?
A tiny font generator, also called a tiny text generator or small text generator, replaces ordinary letters and numbers with smaller-looking Unicode characters. The result can be copied into many bios, usernames, messages and captions. It does not shrink the receiving app's font size and it does not create a downloadable TTF or OTF font.

Tiny text is not a real smaller font size
Copy-paste tiny text uses separate Unicode characters whose original purposes include phonetics, notation and compatibility. There is no complete superscript or subscript alphabet, so some letters cannot be converted cleanly. For documents, websites or footnotes where size and accessibility matter, use the application's real typography controls instead.

Unicode does not encode a matching superscript or subscript character for every letter. The tool leaves gaps unchanged and reports them instead of inserting misleading lookalikes.
Is this the same as changing the CSS font size?
No. CSS changes how normal characters are displayed on one web page. This generator replaces characters so the result can be copied, but it cannot control the pasted font size.
